NTIA is adding significant ranks to its broadband leadership team, ahead of the historic broadband infrastructure program start.

NTIA is largely responsible for the $65 billion program, which includes the $42.5 billion BEAD program, targeting broadband network expansion in unserved and underserved rural markets.

The latest additions to the NTIA broadband team include:

• Herb Tyson is joining NTIA as Director of Intergovernmental Affairs. Herb will build a team to support NTIA’s extensive engagement with state and local governments around our broadband programs. Tyson has had a lengthy, respected career engaged in federal, state, local and international public policy, including previous service as a Director of Intergovernmental Affairs at the State Department.
• Evan Feinman has been named Deputy Associate Administrator for Broadband Equity, Access, and Deployment (BEAD). Feinman will lead the $42.45 billion BEAD Program. Previously, Feinman was Chief Broadband Advisor to Governor Northam, and in that role, developed and funded projects that put the state on track to be the first large state with universal broadband infrastructure. He also served as Executive Director of the Tobacco Region Revitalization Commission and as Deputy Secretary of Natural Resources for the Commonwealth.
• Grace Abuhamad is returning to NTIA, where she served in 2016 as a policy analyst in the Office of International Affairs. She has been named a Senior Advisor in the Office of the Assistant Secretary. Previously, Abuhamad managed the research program on trustworthiness at Element AI, an artificial intelligence company based in Montreal and acquired by ServiceNow in January 2021.
• Sarah Morris has also been named Senior Advisor in the Office of the Assistant Secretary. She was previously director of New America’s Open Technology Institute, leading OTI’s strategic planning, fundraising, and management. Prior to her role as director, she led the program’s efforts on a broad portfolio of issues including broadband access and adoption, online consumer protections, and preserving the open internet.
